New Jersey Foster Care Scholars State Tuition Waiver Program provides financial assistance to residents of New Jersey who have been in foster care and are interested in attending college in the state.

Requirements
  • This program is open to residents of New Jersey between 16 and 23 years of age.
  • Applicants must be high school seniors or graduates or GED recipients and enrolled or planning to enroll full time at a public college, university, or vocational/technical school in the state.
  • In addition, they must meet at least 1 of the following criteria: 1) have been in a paid outof-home placement of the New Jersey Division of Child Protection and Permanency (CP&P), formerly the Division of Youth and Family Services (DYFS), either for 9 months or more following their 16th birthday or for a total of 18 months after their 14th birthday; 2) were adopted after 12 years of age and currently are in a subsidized adoption or were adopted through DYFS after 16 years of age; or 3) have left an out-of-home placement to enter Kinship Legal Guardianship (KLG) after 16 years of age.
  • They must complete the FAFSA and apply for an Educational Opportunity Fund grant (if they attend a New Jersey school that offers that program).
