Requirements

This program is open to residents of Virginia who are the child between 16 and 29 years of age or spouses of current or former members of the U.S. armed forces.

Applicants must be attending or planning to attend a public college or university in Virginia or Eastern Virginia Medical School as an undergraduate or graduate student.

For Tier 1 support, applicants must be the child or spouse of a veteran who is rated totally and permanently disabled or at least 90% permanently disabled due to military service.

For Tier 2 support, applicants must be the child or spouse of a military service member or veteran who is rated totally and permanently disabled or at least 90% permanently disabled due to direct involvement in covered military combat (includes military operation against terrorism; a peacekeeping mission; a terrorist act; or any armed conflict).

The military service member's death or a veteran's total and permanent or at least 90% permanent disability must have been directly caused by the military service member's or veteran's involvement in military operations: 1) against terrorism; 2) on a peacekeeping mission; 3) as a result of a terrorist act; or 4) an armed conflict.

The veteran must have been a resident of Virginia at the time of entry into active military service or for at least 5 consecutive years immediately prior to the date of application or death.

Surviving spouses must have been residents of Virginia for at least 5 years prior to marrying the veteran or for at least 5 years immediately prior to the date on which the application was submitted.
