Edward T. and Mary A. Conroy Memorial Scholarship Program-Jean B. Cryor Memorial Scholarship Program provides financial assistance for college or graduate school in Maryland to children and spouses of victims of specified acts of violence that resulted in their death or disability.

Requirements
  • This program is open to residents of Maryland who are enrolled or accepted for enrollment as undergraduate or graduate students at a college or university in the state.
  • Applicants must qualify under 1 of the following conditions: 1) a child of a member of the armed forces who died as a result of military service after December 7, 1941, suffered a serviceconnected 100% permanent disability after December 7, 1941, or was declared to be a prisoner of war of missing in action on or after January 1, 1960 as a result of the Vietnam conflict; 2) a child or surviving spouse of a state or local public safety employee (career or volunteer member of a fire department, ambulance, or rescue squad or company; law enforcement officer; correctional officer; or member of the Maryland National Guard) killed in the line of duty; 3) a disabled public safety employee or the child or surviving spouse or a disabled public safety employee who sustains an injury in the line of duty that renders the public safety employee 100% disabled; 4) a veteran who suffers a service-connected disability of 25% or greater and has exhausted or is no longer eligible for federal veterans' educational benefits; 5) the surviving spouse of a member of the armed forces who suffered a service-connected 100% permanent disability; 6) a child or surviving spouse of a victim of the September 11, 2001 terrorist attacks; or 7) a child or surviving spouse of a school employee who, as a result of an act of violence, either died in the line of duty or sustained an injury that rendered the school employee 100% disabled.
  • The parent, spouse, veteran, POW, public safety officer, or school employee must have been a resident of Maryland at the time of death or when declared disabled.
  • Applicants must be planning to enroll at a 2 or 4-year Maryland college or university as a full-time or part-time degree-seeking undergraduate or graduate student or attend a private career school.
  • Financial need is not considered.
