This program is open to residents of New York who are veterans, their families, or other students who share the values of the American Legion.

Applicants must be enrolled or planning to enroll at a college or university in any state.

Students entering high school must enroll fulltime, but veterans and other students may enroll part-time.

Selection is based on academic ability, realistic goals, extracurricular activities, community involvement, and financial need.
