The Phyllis Howard Memorial Scholarship program supports residents of Boone, Ogle, or Winnebago counties in Illinois. Members of IAFF (International Association of Fire Fighters) Local 413 Firefighters and their families or students pursuing a degree in fire science or emergency medical technician are welcome to apply. Special consideration is given to students who demonstrate strong academic performance.
