The CIGNA Undergraduate Scholarship, offered by CIGNA Health Care, provides financial assistance for college students from historically underserved populations studying public administration, public policy and social services, political science, urban affairs, and studies, or a related field. Undergraduate and graduate students seeking a bachelor's or graduate degree are encouraged to apply. Special consideration is given to students attending a Historically Black College or University (HBCU).

Interested in public service Previous National Forum for Black Public Administrators (NFBPA) recipients are not eligible to apply. Preference is given to students attending 4year HBCUs.
