The W.P & T.M. Phillips Memorial Scholarship was established by Mrs. Thelma M. Phillips in memory of her late husband, William "Bill" Phillips, to honor his love of farming. Graduating seniors from any public high school in Rockingham and Shenandoah counties, or the city of Harrisonburg in Virginia are welcome to apply.
