The Ben Graham Optimist Club of the Beaches Endowed Scholarship is open to full-time undergraduates at the Panama City campus of Florida State University. Students pursuing a certificate or minor in underwater crime scene investigation are encouraged to apply. Residents of Panama City Beach, Florida receive first consideration. Residents of Bay County, Florida receive second consideration.
