This program is open to high school seniors and current college students who are chapter, regional, state, or national officers of HOSA: Future Health Professionals and planning to continue their education in the healthcare field.

Their adviser must be a member of the Health Science Education (HSE) Division of the Association for Career and Technical Education (ACTE).

Selection is based on the essay, grades, leadership activities, and community involvement.
