shareholders who are high school graduates or GED recipients.

Applicants must be enrolled or planning to enroll fulltime at an accredited college, university, or vocational/technical school in any state.

Selection is based on the letter, prior academic performance, scores on tests designed to measure ability and aptitude to postsecondary work, recommendations from instructors, financial need, and the sponsor's conclusions as to the applicant's motivation, character, ability, potential, goals, and expectations.
