Requirements

This program is open to licensed radio amateurs of technician class or higher who are enrolled at an accredited college, university, junior college, or trade/technical school in any state.

Preference is given to residents of San Diego County, California; if no qualified applicant is identified, second preference is given to residents of California.

Applicants may major in any field, but they must demonstrate activity and interest in radio service or other technical proficiency by participating in some form of radiorelated activities such as emergency communications, equipment construction, community radio service, or scouting.
