This program is open to minority seniors graduating from high schools in the southeastern Pennsylvania region, which includes Delaware and South Jersey.

Applicants must be planning to enroll fulltime at a college or university in any state and prepare for a career in law or political science.

They must be a member of the Conference of Minority Transportation Officials (COMTO) and have a GPA of 3.0 or higher.

U.S. citizenship is required.
