The Bobby Owen Memorial Scholarship supports residents of designated communities in Virginia. Preference is given to applicants who have volunteered as a junior firefighter, junior police officer, or an emergency responder; or who demonstrate a desire to do so. Additional consideration is provided for dependents of firefighters, police officers, or emergency responders.
