Requirements

This competition is open to U.S. citizens and permanent residents who are high school seniors or students enrolled at a college or university in any state.

Applicants must submit an essay, from 250 to 500 words in length, describing a regulation or code with which contractors must comply but which they feel is outdated, explaining why, and suggesting amendments.

Judges select finalist essays which are posted on the sponsor's web site.

A public poll selects the winner.
