Civil Engineer Corps Option of the Seaman to Admiral-21 Scholarship to allow outstanding enlisted Navy personnel to attend a college or university with an NROTC unit, complete a bachelor's degree, and receive a commission in the Civil Engineer Corps (CEC).

Requirements
  • This program is open to U.S. citizens who are currently serving on active duty in the Navy as enlisted personnel in any rating.
  • Applicants must have completed at least 4 years of active duty, of which at least 3 years were in an other than formal training environment.
  • They must be high school graduates (or GED recipients) who are able to complete the requirements for a professional Accreditation Board for Engineering and Technology (ABET) engineering degree or National Architectural Accrediting Board (NAAB) architectural degree within 36 months or less.
  • Preferred specialties are civil, electrical, mechanical, or ocean engineering.
  • When applicants complete their degree requirements, they must be younger than 42 years of age.
  • Within the past 3 years, they must have taken the SAT (and achieved scores of at least 500 on the mathematics section and 500 on the evidencebased reading and writing or critical reading section) or the ACT (and achieved a score of at least 21 on the mathematics portion and 20 on the English portion).
  • After commissioning, 5 years of active service are required.
