The Dr. Carline Phillips Delta Legacy Scholarship supports seniors graduating from high schools in Black Hawk County or Des Moines, Iowa, as they continue their postsecondary education within the state. Students who meet the academic requirements and plan to pursue further education in Iowa are welcome to apply. Special consideration is given to African American students.
