The E. Earl Franks Scholarship is open to students at Morgan Community College (MCC) in Colorado. Non-traditional students aged 21 or older are encouraged to apply. Residents of Morgan County, Colorado receive first consideration. Residents of the service area of MCC, receive second consideration.
