The Fitzhugh and Essie D. Carter Scholarship is open to students pursuing a bachelor's degree at either the Tallahassee or Panama City campuses of Florida State University. Students must enter as first-time freshmen, graduating high school seniors, or community college transfers. Special consideration is given to students who graduated from a public high school in Washington County, Florida. Chipola College or Gulf Coast Community College transfer students who studied education or nursing will be considered.

Requirements
  • Minimum 2.00 GPA
  • Resident of the U.S.
  • Attending the Tallahassee or Panama City campus of Florida State University as an entering student
  • College freshman, sophomore, or junior
  • Seeking a bachelor's degree For high school seniors, preference is given to graduates of Vernon High School, Chipley High School, or any high school in Washington County who first majored in education, then nursing, and then any other field. For community college transfers, preference is given to graduates of Chipola College or Gulf Coast Community College who graduated from a high school in Washington County and first majored in education, then nursing, and then any other field.
