The Fostering Independence Tuition Waiver Program is available to Pennsylvania undergraduate students who experienced foster care or exited foster care to adoption or permanent legal custodianship. Students who attend an eligible Pennsylvania postsecondary institution and demonstrate financial need are eligible to apply.
