The Heather Anne Steen Scholarship is open to residents of Arkansas who are undergraduate members of Kappa Alpha Theta. Members pursuing a bachelor's degree are encouraged to apply. If no qualifying members apply, the award is available to undergraduate members of the Delta Zeta chapter at Emory University in Georgia or the Gamma Delta chapter at the University of Georgia. If no Kappa Alpha Theta members from those chapters apply, the award is available to all members pursuing an undergraduate degree.
