The Kenneth P. Rutter Scholarship is available to students who are residents of Westmoreland County with a high school diploma or equivalent. Students seeking a professional certification, associate, or bachelor's degree are eligible to apply. Special consideration is given to students who seek to enter the Christian ministry and/or to those who have exhibited a strong interest in community and humanitarian service.
