The Lt. Col. Elaine Howell Scholarship supports junior and senior students attending Western Carolina University. Students studying music or fine arts who demonstrate financial need and are from Graham, Cherokee, Swain, Haywood, Macon, Clay, or Jackson County, North Carolina, are welcome to apply. If no qualifying students from these counties are identified, students from the 11 western counties of North Carolina may be considered.
