The Major David L. Carter Scholarship is available to graduating seniors from Central High School in Georgia who are JROTC cadets. Students seeking a professional certification, associate, or bachelor's degree are eligible to apply. Special consideration is given to JROTC cadets who have participated in the program for two or more years during their high school career.

Demonstrate financial need Preference is given to JROTC cadets who have participated in the program for two or more years during their high school career.
