The N. Blaine Groves/Rotary Scholarship is available to graduating seniors or graduates from a high school in Berkeley County, West Virginia. Students who participate in community service and demonstrate leadership skills are welcome to apply. Preference is given to students who are planning to attend a 4-year college or university in West Virginia.
