  • Resident of Allegheny, Armstrong, Beaver, Butler, Fayette, Indiana, Lawrence, Mercer, Washington, or Westmoreland County in Pennsylvania
  • Attending a 4year college or university in Pennsylvania as a full- or part-time junior, senior, or graduate student
