The Portsmouth Service League "PSL" Scholarship is available to female residents of Portsmouth, Virginia who wish to pursue higher education. Graduating high school seniors and women who would like to advance their education will be considered. Applicants must have a proven record of community service. Active/sustaining/provisional members of the PSL are not eligible to apply.
