The Scholarship Incentive Program (SCIP) is available to residents of Delaware who are planning to pursue an associate or bachelor's degree from an institution in Delaware. If the intended degree program is not offered at one of the 3 participating Delaware institutions, students may pursue an associate, bachelor's, or graduate degree from an out-of-state institution. Recipients are chosen for their demonstration of financial need through their FAFSA application.

  • Resident of Delaware
  • Seeking an associate or bachelor's degree from an institution in Delaware as a fulltime student, OR;
  • Seeking an associate, bachelor's, or graduate degree from an outof-state institution as a full-time student (if the program is not offered at Delaware State University, the University of Delaware, or Delaware Technical Community College)
