The West Virginia Higher Education Grant is available to students who are planning to attend an eligible postsecondary institution in West Virginia or Pennsylvania. Recipients are chosen for their academic promise and demonstration of financial need. West Virginia residents who have not previously earned a bachelor's degree are eligible to apply.
