If an institution doesn’t participate in the fair, can they still access the names of students who did?

Yes. All students who participate join Student Search Service. Colleges that don’t participate in BigFuture Days but are Search users can search for these students through the regular Search process. There will not be a distinction to show whether students participated in the fair.
